Design certification and international standardization
A reactor approved in the United States is not approved in France or Korea: every national regulator keeps the last word over its own territory. When five regulators compared the same EPR, they found it was not the same.
An NRC design certification approves a standard design independently of a specific site. It does not itself authorize construction or operation: a project needs its licence and must meet the applicable conditions, including site requirements. ABWR, AP1000, ESBWR, APR1400 and NuScale are examples of certified designs. Under 10 CFR 52.55, checked on 11 September 2026, the general certification term is forty years from issuance.
Approval does not transfer automatically across borders. Each regulator decides under national law and can use earlier assessments while retaining that responsibility. In the UK, Generic Design Assessment (GDA) examines safety, security and environmental matters before a specific project; the current process has three steps. Completing GDA does not replace the authorizations needed for a particular site.
The Multinational Design Evaluation Programme (MDEP), established in 2006 and supported by the OECD Nuclear Energy Agency, organizes design-specific regulatory cooperation. Its website lists groups for VVER, HPR1000, high-temperature reactors and light-water small modular reactors. Common positions help regulators share assessments; they are not an international licence. Each regulator retains authority over its decisions.
MDEP common position CP-EPRWG-07, published in May 2020, documented instrumentation and control differences among the EPR variants for Finland, France, the UK and China. These involved diverse backups, command prioritization, safety classification and digital platforms. The document links them to regulatory expectations, customer preferences and designer choices. Five regulators supported the position; India had no objection and had not yet started its design review.
For Hinkley Point C, ONR stated in January 2024 that it did not consider its requirements the main driver of additional steel and concrete relative to the French design. It cited changes associated with Fukushima, international expectations and experience from other EPR projects. This is the regulator's position on that comparison, not an independent allocation of all cost overruns. The same statement supports replicating Hinkley at Sizewell C to improve predictability and efficiency.
The IAEA Nuclear Harmonization and Standardization Initiative (NHSI), launched in 2022, has regulatory and industry tracks. Its 2024 report describes joint reviews, information sharing and use of earlier assessments. These mechanisms aim to reduce duplicated work; they do not grant a worldwide construction authorization. Sharing evidence and repeating designs can help projects without making national laws identical.
